OH&S WorkPlace Assessment and Implementation Services (for Ontario)
Lockhart can help you prepare for your Province of Ontario, WorkWell audit and even integrate your OH&S requirements into your Quality Management System (QMS) for easy, on-going, operations and maintenance.

According to the Ontario Ministry of Labour's Occupational Health & Safety (OH&S) Act, all employees have the following rights in the workplace:
1. Right to Participate – the right to participate is exercised through employee participation with the Companies Joint Health and Safety Committee.
2. Right to Know – employees have the right to know about the hazards and chemicals in their workplace. The Workplace Hazardous Materials Management Information System (WHMIS) legislates that all chemicals have proper WHMIS labels, all Material Safety Data Sheets be available to the employee and that all employees receive WHMIS training.
3. Right to Refuse (Section 43 of OHSA).
4. Right to Stop Work (Section 45-48 of OSHA).

A worker may refuse to work or do particular work where he/she has reason to believe that:
a) Any equipment, machine, device or thing he or she is to use or operate is likely to endanger himself/herself or another person, or
b) The physical condition of the workplace is in contravention of the Act and is likely to endanger the employee or another worker.

Canadian Awards for Excellence, Facilitation and Support
Like their counterparts in the US utilizing the Malcolm Baldrige National Quality Award (MBNQA), organizations on this side of the border, are finding the Canadian Awards for Excellence (CAE) a good criteria for assessing and improving their organization's management system.

Established by Industry Canada in 1983, the CAE since 1992 has been orchestrated by the National Quality Institute (NQI). Lockhart will facilitate a self-assessment program sponsored by your Senior Management Team (planned and conducted by their recommended designates) to benchmark the organization.

Once this data is available plans can be made to begin addressing the largest "pay-back" areas. Whether you go on to apply for the Award or not, the benefits of this assessment process have proven to contribute significantly to the bottom line over time2.

2For the past 8 years, the US Commerce Department's National Institute of Standards & Technology (NIST) has compared winners of the MBNQA to the Standard & Poor's 500. The Baldrige group consistently outperforms the S&P 500. In the most recent study issued April 6, 2001, the Baldrige group beat the S&P 500 by 4.4 to 1. The CAE are beginning to show similar results, as have many ISO 9000 certified company studies.

Lockhart provides a Certified Auditor and Senior Management Consultant experienced with the challenges of running a business, to pragmatically assess your current management system against the ISO 9000 requirements.

Conducting this analysis early in the project saves time during your implementation by maintaining focus on "closing the gaps" between ISO 9000 and your current operations. In this way less productive work is avoided. Also the assessment (which includes a formal report of the findings), can help to assess the costs and the benefits of certification before any implementation activity has taken place.
